My contractor just notified me they want $5000 down, after already doing measurements and an invoice. I can not afford that. Are there contractors that don't require pre-payment?

From the program’s side, Low‑Income Applicants do not have to pay any money upfront for the work. Choosing a Contractor, and how you work with them, is completely your choice as the homeowner.

You may want to talk with a few different companies and explain the program rules before you begin. This helps make sure everyone understands what the program will and will not pay for.

Even though you have Grant Approval, you do not have to use one specific Contractor. If you already signed a contract, you will need to speak with that company directly about any changes.

If you decide you want a different Contractor, you can enter the new company’s information during the Draw Stage. If you change Contractors now, it is your responsibility to make sure the new company is properly licensed with the Department of Business and Professional Regulation (DBPR). The program only checks the Contractor you chose at the time of Grant Approval.

Also, please remember that the Program can only pay for the work that was recommended in your Initial Inspection Report.
